The Philippine Space Agency has begun the pre-implementation of a new project to equip and enable various sectors to access and use space data according to their needs. PhilSA’s Space Information Infrastructure Office will carry out the PINAS project, which stands for PhilSA Integrated Network for Space-Enabled Actions Toward Sustainability (SIIB).
PINAS will be an active community of national government agencies, local government units (LGUs), research institutes, civil society and the private sector, working collaboratively on the socially responsible use of spatial data and information.

Dr. Blanco went on to say that the PINAS project aims to empower a community using the entire spatial data value chain. The importance of spatial data collected by satellites for local planning, monitoring and policy-making was highlighted.
Dr. Ariel pointed out that working with LGUs, which are direct users of satellite data, will further improve ground operations. Network development, capacity development, construction and growth will be the three phases of PINAS. The network building phase was initiated by the SIIB, starting with the Province of Iloilo.
In Dumangas, Iloilo, the Department of Science and Technology at the Advanced Science and Technology Institute (DOST-ASTI) operates and maintains the country’s third Ground Receiving Station (GRS). More than 100 representatives from the province’s LGUs, regional government agencies and non-governmental organizations attended the PINAS project pre-implementation workshop.
Participants come from different sectors involved in agriculture, disaster risk reduction management (DRRM), urban and rural planning, environmental monitoring and natural resource management – all areas where data spatial data could be useful for data-driven policy-making. PhilSA’s goal is to create a community of diverse, responsive, and cooperative members who will ensure long-term knowledge sharing across the country using space products.
The space agency also made a presentation on the applications of remote sensing and geographic information systems (RS-GIS). This provided an overview of RS-GIS and how information from these images is used for land cover change detection, flood mapping, ocean and marine ecosystem monitoring, and quality monitoring efforts. air, to name a few.
The UPV also uses space science and technology applications to detect changes in the environment. An example is the study of improved vegetation index over time to detect topographic changes at the UPV Miagao campus.
Some workshops were also organized, and the participants had the opportunity to identify the problems and challenges facing their sectors, as well as the efforts and plans to address these challenges, as well as the sites of interest and the capacity building and networking opportunities.
During the workshops, participants were also asked to conduct a baseline survey to assess the positions and capabilities of LGUs in space-related programs and projects, the use of spatial data products, the infrastructure of ICT and human resources, resource allocation and learning opportunities.
Similar workshops will be held in other regions of the Philippines under the program to determine their needs and talents. Based on these requirements, PhilSA would be able to cooperatively build a unique method of capacity building and ultimately enable end users to establish a system for accessing, sharing and using spatial data – this would enable them to fulfill their responsibilities and meet the needs. communities.
Capacity building activities will begin in 2023. In addition, the establishment of a networked data sharing system and the extension of this system to other local government entities, research communities and segments of society civil will take place soon.
